TRONA / SEARLES VALLEY, SAN BERNARDINO COUNTY — October 22, 2026. With the November 3 election approaching, residents may see signs supporting candidates or ballot propositions on rural lots and near desert roads. The first legal question here is geographic: Trona, Argus, Pioneer Point and much of Searles Valley are not incorporated cities. Local campaign signs are generally subject to the relevant San Bernardino County land-use rules, not a made-up Trona city ordinance.
Private property versus county and state rights-of-way
Before a political sign is posted on a vacant lot, parcel, fence or roadway approach, the installer should establish the landowner’s authorization and whether the intended location is in a road right-of-way, drainage area or utility easement. A roadside parcel may be private while an adjacent verge, shoulder or ditch is public. The county’s land-use requirements and Caltrans rules are distinct and may both matter.
San Bernardino County’s Registrar of Voters candidate information explains that campaigns placing temporary signs may need to file a Caltrans Statement of Responsibility and should consult the county’s sign regulations. For local placement and complaints, the San Bernardino County Code Enforcement office is a relevant starting point.
Why Caltrans sign rules are not universal for every lot
For qualifying temporary signs covered by Business and Professions Code §5405.3 along state highways, Caltrans lists an exemption requiring signs no larger than 32 square feet, display no earlier than 90 days before the election, and removal within 10 days after. It also bars signs within state highway rights-of-way and places further restrictions along classified landscaped freeways. A private home sign governed by county land-use law may have different conditions.
For the November 3 election, the Caltrans exemption’s removal date is November 13, but that should not be described as the one and only deadline for all signs in unincorporated San Bernardino County. Verify Caltrans’ guidance and the county’s latest applicable ordinance for each sign type and location.
Voting sites, renters and political-ad sponsors
California prohibits electioneering within 100 feet of designated voting locations and official ballot drop-off sites while voting is occurring. The Secretary of State provides the official notice. California also has statutory protections for certain tenant political signs and HOA noncommercial signs; commercial advertising and billboards may require permits and disclosures. Candidate, ballot-measure committee and independent-expenditure disclosures are not identical.
Who should remove an unauthorized sign?
For a sign located within a state route right-of-way, report it to Caltrans; for a county road, contact county code enforcement or public works. A political disagreement is not authorization to remove or destroy a sign owned by someone else. Residents may report suspected violations with a photo and approximate location, without trespassing or interfering with traffic.
