TRONA / SEARLES VALLEY, SAN BERNARDINO COUNTY — October 22, 2026. An inexpensive desert parcel can look like the simplest place to move a manufactured or mobile home. But the county’s current permitting instructions highlight an important legal and financial risk: do not purchase, move onto the lot, clear vegetation or begin other site work on the assumption that a manufactured home can be installed without approvals.

What the county says is required before installation

San Bernardino County Land Use Services states that a building permit is required before setting up a manufactured home and that no work, including removing trees or plants, may begin before all permits have been obtained. The rule applies to property under county jurisdiction, subject to the specific location and its approval conditions.

Trona, Argus and nearby Searles Valley communities are unincorporated. A buyer should use the county’s zoning map, not the code of a nearby incorporated city. The county says residential uses of manufactured homes may be possible in zoning districts such as RS, RL, RC, SD-RES and CR, but the precise parcel and overlays must be verified individually. County zoning FAQ documents the broad categories; it is not an approval for a particular APN.

Five costs and checks before buying a unit

  1. Parcel zoning and overlays: confirm residential permission, setbacks, special districts and flood/fire/earthquake constraints using the parcel APN.
  2. Water and sewage: a rural plot may need a documented water source, sewer connection or approved onsite wastewater system. The property’s purchase price does not cover those installations.
  3. Approved foundation or tie-down: the county says each installed unit needs an approved system, either from preapproved designs or engineered for the site.
  4. Unit age and HUD data: determine the manufacturer’s identification and whether the unit qualifies under federal or applicable older California manufactured-housing standards. County rules may vary by zone or age.
  5. Permits, installation and inspection: the county checks applications and may require revisions. Occupancy comes only after installation, inspections and the required approval/certificate.

Can you park the home on the lot while permits are pending?

The county’s manufactured-home permitting guidance says no: the owner must receive appropriate permits and approvals before installation or site disturbance, and the county’s checklist does not authorize temporary placement simply because the buyer owns the parcel. A seller or transporter promising ‘put it on the lot now and permit it later’ is not a reliable substitute for written county advice.

Is a manufactured home the same as an ADU?

Not necessarily. A manufactured home can be a principal dwelling on an eligible parcel. It may instead qualify as an accessory dwelling unit on some sites when it meets ADU definitions and local requirements. The county’s website says a qualifying manufactured unit smaller than the main house and under 1,200 square feet can potentially be an ADU; applicants must check the separate ADU handout and applicable law. A land parcel with no primary home cannot simply rely on an ADU exemption intended for another situation.

Local questions California58 is continuing to research

We are seeking parcel-by-parcel examples of permit processing costs, installation and foundation bids, water and septic feasibility, and typical approvals in Trona and the wider Searles Valley. Those costs vary enormously and the county’s general permit page does not give a universal quote for all local parcels. Residents should request an estimate from Land Use Services using the exact APN.
